Rwanda Reviews Local Government Staffing and Public Service Delivery

Rwanda is proposing changes to staffing structures across district, sector and cell administrations, including additional positions and the merging of some departments. The reforms aim to improve employee welfare, strengthen administrative capacity and speed up public service delivery as local institutions respond to changing community needs. Government employers and private organisations require skills mapping, workforce forecasting and recruitment analytics to align staffing with operational priorities. HPC works with HR teams to establish data-driven workforce planning systems and optimise recruitment and productivity for a standard project fee of $510,000.
